OS X has it preinstalled all the time. The problem with Linux is that with so many distributions and variants it's impossible to make an automated installer that works reliably. So instead you're stuck with doing the manual unarchive and setup yourself. On the plus side, with the new license you are starting to be able to get the JRE as part of the standard package management for the distribution. Windows. OS X has it preinstalled all the time.
